I would like to keep 6 neons and 2 shrimps would this be ok?

Neons are not a good first fish, they need a tank that has matured for atleast 6 months.
Have you cycled the tank?

have a look on there before you add your fish.
Alternatively you could add two Dannios, leave for a week, then add two more, your tank would be fully stocked then.
25 litres is really small, Have you thought about keeping a Siamese Fighting fish?

Thank you I will think about a fighter fish I think that would look good.
Fighting fish are great, I don't have a tank, but is it true you can only keep one fighter in a tank?
fighters are ok with hardy, small finned fish, although I would check individual species with an *independent* expert (i.e. not the guy trying to sell them to you!) before purchase, anything with medium to large fins will be killed, as will other fighters. shrimps are great for keeping tanks clean (you've seen 'finding nemo'? well they're like that in real life) but not good with fighters - or anything large with a taste for shellfish!
