Applying dog spot on flea treatment

How critical is it to apply flea spot on to the back of the neck? My Border Collie has a long thick coat and holding it back in a parting is bad enough but he also refuses to keep still. Even with two of us he wriggles so much that its difficult to get it all on skin rather than hair. He happily rolls over for his tummy tickling and it would much easier to apply it say under his front leg where there isnt much hair. Is there any reason why this would not work? Thanks!

He can't get to the back of his neck to lick it off and also fleas thrive in the warmest areas which are around the neck area.
Stand him on a table and lift one of his front legs up, he will find it almost impossible to move or lie down.

Thanks for your answers. I'll try the table idea! I much prefer having to give him tablets than fleaing him- he eats anything put in his food!
Why not give him Billy No Mates in his food instead?
