For shocking adverts I suppose you only have to look at the current ad's on TV for drink driving and smoking.

The ad i think is good, is the stop smoking ad where they say smoking can give men impotence, and they have an image of someone holding a cigarette between his two fingers.  The fingers are 'legs' and the cigarette is burning away!

The seatbelt ad where the pizza hits the windscreen is quite shocking.  There's the ad where a little girl is at the side of the road after being run down and her broken bones are put back together as time is rewinded.  shocking stuff - it makes you think!

if you do a search on google about the benneton ads (late 80's /early 90's) you'll find loads of peoples essays/views on their tactics
Any copy of the Daily Mail.
Sorry, can I withdraw my comment? I was thinking of the editorial content.
Charity ones for things like NSPCC or the RSPCA are pretty grim at the best of times, but argue that their tactics are justified in the name of public interest - you could look at them?
What about the advert for Playstation (I think) with a baby being born shooting through the air and whilst flying feet first he grows into a boy, then an adult and finally an old man before unceremoniously crashing into the earth underneath a gravestone. I think it was pulled after the uproar it caused. More recently the company behind the Crazy Frog adverts have been restricted to only showing them after 9pm because children weren't reading the small print in the ads explaining that they'd be signing up to a service and how much it would cost them. The company argued that the ad was aimed at adults. Yeah right!

There is a road safety add with a group of teenagers walking along the pavement filming each other with a camphone.  One of them gets hit by a car; its shocking, watch it & you'll see.
