I don't know the full extent of the story, but something is wrong, if the couple had to sleep in a car, while the mother was pregnant, and we are taking in Migrants.

Reads as though they were in a B&B when the baby died- maybe he had ill health from birth. Rather sketchy but very very sad.
It says they were forced to sleep in a car and yet it says they were living in bed and breakfast accommodation.
I am not sure why you are bringing migrants into this. You might as well say and yet we are drinking in pubs or we are spending money on cutting grass in parks

Holy Almighty Fiction, what an earth has the above got to do with finding a home for a pregnant woman, have you been on the sauce?
It's as relevant as taking in migrants. They all involve money being spent on things other than finding a home.

It says the woman applied to the wrong council, one where she was not living, for accommodation. Her own council say she never applied to them.
If she had applied to the correct council she would have got emergency accommodation.

As has been said, the report is thin on facts. One fact that would be interesting is the housing status of the couple when the child was conceived. I could be wrong, but I imagine it is unlikely that the couple were living in a three bedroom semi at that time and have subsequently fallen on hard times. If, as I suspect, they had no suitable premises at the time they "got it together" then the blame for theirs and the child's plight rests solely with them. There's lots of things the country could spend its money on but providing accommodation for irresponsible couples (or migrants) should come low on the list.

Like others who have responded (and like you have already mentioned), I am not sure of the facts of this story, and the report contradicts itself. My understanding is that councils have a duty to rehouse the most vulnerable, which includes people with mental health issues and those with very young children.

The circumstances of why they were not in a B&B need to be clarified, rather than making a tenuous link to the migrant situation, however tempting that may be.
"Don't mention the Migrants"
The tragedy here, apart from the death of that beautiful baby, is the fact that they had to APPLY for a house in the correct area, whereas Syrian migrants will just be rehomed without any hassle. I'm firmly in the camp of giving homes to our homeless first!
I agree with viv41. I don't know the full facts, but if the arriving Syrian migrants can be provided so easily with housing then it seems very wrong to me that a family in need of housing cannot.
Would it not have been a kindness for the wrong council to let her know which was the correct one?
