can any abers tel me..if a shop has a flat above it,and the council decides to rent the shop and the flat separately..who decides what the address of the flat will be..thanx in advance.

I think the Post Office has the final say.
yup. When we lived in Surrey, we lived in one of two houses that had been built as infill. Properly one of the houses should have been 13, but our neighbour was convinced that this would affect the value of whichever house got numbered 13 and he didn't want 12a either. He asked would we sign his petition to the post office to number us so as to avoid 13 and 12a which they agreed to do. I can't remember what numbers we ended up, have lived in two other houses since then.

I'd have thought it was the Inland Revenue when they assess each for rating purposes.
If the shop was number 24 would the flat not be 24A? I don't know who would decide.
