People who sit in their cars to watch the world go by or to eat their lunch. Should they pay to park. I pay for my ticket and walk the dog and it bugs me that some people don't pay. Is this because they don't leave their car

It might just be that if they saw a warden coming they could just drive off.

It's too minor an issue for me to even think about.

A car park not too far from me is pay as you exit but you get 15 minutes free.
