Blue Line Around Everything I Touch

on my pc, its so annoying, I'm trying to get my screen words and pics smaller and now by messing about with things ive managed to put a thick blue line around everything I click on, even whilst typing this each character has a blue line. I'm going crazy and this is going out of the window!!!

got rid of the blue line thanks, just not the large screen and bold lettering
