There are two rulers on my word page. The horizontal ruler at the top shows all the squares, triangles etc and these can be manipulated to vary the length of script on the page, set tabs etc. But there are no such symbols on the vertical ruler and my cursor starts right at the top of the page. How can I get these bits back?

It might depend on which version you are using but, in Word 2010, the Page Layout tab at the very top includes the Margins button. To set what you want as the default for future documents you need to select the Custom Margins and that includes a Set As Default button.
