Does anyone know why The Planning Consent Regulations are applicable to a commerical building even if there has been no work carried out or planned to be?
Could it simply be the use of the building as a commercial property?

If so is the fact that the Commerical Building is mentioned in the deeds?

If the building was a different use category then, yes.
