It would appear not.
that goering sent such a telegram is not in doubt - whether this is the actual one, don't know, but i think maybe its importance in deciding hitler's fate has been exaggerated. it was sent on the 23rd; the day before, hitler had learned that felix steiner had not embarked on the the attack on the russian salient ordered on the 21st. whereupon, he launched into a tirade against his generals, which ended with his first spoken acknowledgement that the war was lost, and a statement that he would remain in berlin and commit suicide.
