A swarm of small wasps hovered over my garden and eventually landed in a clump on my neighbours fence. They are not a prob at the moment. I guess they will start building a nest. Should I just ignore them?

Are you in the UK? Are you SURE they are wasps. The wasps nests that I have seen begin with one female wasp and not a swarm. In fact this says that wasps don't swarm like bees. The only time you see a group (swarm) of wasps is then the nest is disturbed.
