A Lawnmower Isn't A Vehicle But...

You motoring guys might know the answer to this one. My Mountfield lawnmower continually revs high/low/high/low. Eventually it will settle down but as soon as it get some heavier work to do it starts high/low again. I have changed the carburettor but to no avail.
Any idea what the problem might be?

Blocked fuel filter poss?
Head gasket gone.
Has it got a choke lever?

I had a Briggs and Stratton engined lawnmower which did the same.
I agree with methyl. That happened to be the cause in my case.
Could be water in the fuel, has it been standing all winter? Easy check; drain the fuel completely and refill.
