ok , i've had enough -going around in circles
I have a old paper licence , and my address has changed.DVLA info states i have to now apply for photocard licence and pay £20
....but it also states address change on paper licence is ....free.And another time it says £17 if there is is a new photo -which inevitably would be given it will be a first photocard
I tried online but my passport has expired, so what i do know (i think is that it will be a postal application- but how much i ain't got a clue!
Anyone know right info please!!!

Merging all of the various Government department and agency websites into one was meant to make things easier. As many people have discovered (irrespective of whether they're seeking information about driving licences, passports, tax returns or anything else) it most definitely hasn't! Any change to (what is currently) an old-style paper licence...

Any change to (what is currently) an old-style paper licence involves getting a photocard licence. The fee has been increased from £17 to £20, so it's THIS page which is correct:

Yes ^you can only continue to use an old paper licence until something on it needs changing then you must replace it with a photo licence. The fee is £20.
The information about changing the address on an old paper licence is out of date, you can no longer change one it has to be replaced with a photo licence.
I had to change my paper licence when I turned 70 - that didn't cost me a penny.
We've just renewed our photocard licences and used our passport photos online. Daft idea because those photos are in fact older than the onces on the expired driving licence!

If you don't have a passport and need photos you might want to use the Post Office Service. They take the photos and process the whole application for you for an extra £4.50. Find your particpating branch here.

no it doesnt cost anything once you are over 70 but if you have a photo lincence it has to be changed every 10 years until you are 70 and that costs 20 pound every time , i had to do it but next time i will be 70, its not the licence that runs out but the photo like a passport
Does held together with sellotape , count as defaced ?
if your paper licence is still in date (it will be, as valid til your 70), then the address change will be free. After that you need to renew the photocard every £10 years and that would incur a fee
