Have you got the Windows disc?

If so, try booting the laptop with it in the disc drive. If the BIOS is set to 'boot from disc' ahead of 'boot from hard drive' (as it probably would be) you should get an option to 'repair Windows'.

If your husband does end up looking for a replacement laptop, a refurbished Windows 7 model might meet his needs. Take a look here:

(NB: That link isn't just the result of a bit of googling. It's a firm that I've used myself several times and recommended to many other satisfied customers. Indeed, I'm typing this post using an excellent, well-specified Windows 7 Pro base unit, that I purchased from there late last year for the princely sum of £99).

Thank you for all your help.Eventually I rang Dell (in Bangalore). They rang me back thankfully. They (we) took it right back to nothing and re installed so its just like a brand new computer. After several 'updating' sessions everything seems to be fine and husband is happy (which is all that matters)Can't speak highly enough of Dell staff, they were very very helpful and pleasant to chat to.We must have had about 4 hours of phone help (not all at once).
