Has anyone successfully set up WordPress from scratch (installing the database)?

I've spent a while now trawling through Google searches and attempted to fix the problem however I keep hitting a brick wall.

The error I'm receiving is "Error Establishing a Database Connection" when attempting to access the website. If I try http://siteurl.org.uk/wp-admin I get the error:

"This either means that the username and password information in your wp-config.php file is incorrect or we can't contact the database server at localhost. This could mean your host's database server is down.

Are you sure you have the correct username and password?
Are you sure that you have typed the correct hostname?
Are you sure that the database server is running?"

I've check phpMyAdmin through Cpanel and I'm struggling to see any issues with the database. I've also checked the config file and everything is correct.

Any ideas before I go insane (more insane than I already am) :)?

Someone suggested that it might have something to do with DNS propagation however I'm struggling to see the connection. I'm hoping Chris knows something about this.
