I went into the local post office to send one cigar to the USA as a birthday gift and was told this isn't allowed. Why? It isn't a cuban one although I read somewhere that even that restriction has been lifted.

it's not just cigars - all cigarrettes and tobacco too. I'm sorry i have no idea why

Tobacco goods are definitely on the list. Presumably, like most countries, the USA is very strict about the importation of excisable goods. (If the cigar was heading in the other direction you'd be hit for excise duty and an £8 customs examination fee before you could receive it).

Cigars and other tobacco products are cheaper in the USA anyway, so just send the cash.
