Xbox One Switched Off But Online

Xbox one switched off but our internet busy light is flashing away madly and the xbox has a buzzing noise coming from it. What's it doing ???? Why does it not switch off properly, it looks like it is downloading or using the internet all the time.
Is this the usual Microsoft inability to make things work correctly ?

More likely the usual user inability to read the instructions correctly.

Depending on the power mode that’s configured on your Xbox One, your console will go into Instant-On power mode or turn completely off. My excuse (I have one for everything) is it is not my Xbox. I was about to yell at my son for playing on his Xbox past 11pm when I saw the internet hub light flashing. I went to sons room to find him snoring and the Xbox 'switched off'. I hate technology !
