I think people are called racist if they believe themselves superior simply because they are from another ethnicity, and that their ethnicity makes them superior purely on the basis of that difference, and nothing else..

You have already admitted in another thread that certain barbaric and inhuman behaviour is attached to cultural differences, so since the ethnicity of a person carries certain cultural differences, race of a person has everything to do with matters.

I'm unsure how one defines 'normal' sometimes. These people are within the range of mental conditions for human beings. Some individuals have no empathy, can only relate to what pleases them and gets them what they want; and they have no concern for others. And that is a sobering realization.

I suspect the question was asked because a human atrocity was performed there also so to avoid being hypocritical one should apply the same retribution to both areas.
