I doubt it, why would they?
Sounds to be either an error, or a dispute as to what is private and what council owned.

Need a few more details I suspect!
It does get very knotty when a Council decides to impose parking regs on a road that they have not 'adopted' ... we need more info.
Has there been a compulsory Purchase on the Land?
A bit of research suggests that sunny dave is probably right.
Under certain circumstances a local authority may be able to put a Traffic Regulation Order on a road that is not adopted, in order to restrict parking, for example.
