I think it's a WW1 military cross.

It would appear to be a commemorative medal for the relative of a person killed in combat with the Canadian military (hence the maple leaves)
mcfluff & shoota are correct, the military cross has 4 crowns.

I have been attempting to track his war record from his service number but so far have not had any luck.....
I'm assuming that Pte Kelly was killed during WW1 as the medal is from George V reign. Canadian servicemen's records are still being computerised so I think he has yet to reach the internet. If you could come up with a first name it would assist.
Click on his name and you get two documents (very hard to read though as they are).

I just entered "Kelly" without the number as the last digit seemed unclear.

I have a pioneers cap badge. I used to shoot with them in Germany. :-)
