Who is the bloke who had to go to court for sinking the/his barge, just cant think who he is related to or where he lived?

The bloke who went to court is Harry (played by Paul Copley) an old friend of Alan's (Derek Jacobi). In a previous series, Harry and another of Alan's friends (played by Roy Barraclough) were competing to be Alan's Best Man at the wedding.
