Hi. I am looking for help with 2 clues have been parsed. I have the answers, but cannot see fully how the clues are made up.

4 down: Had brew of iced tea set aside (8). The answer is DEDICATE. I see 7 of the letters in iced tea which has been brewed - but where is the last letter (D) coming from?

13 down: National symbol -refuse to include it with article about province. The answer is BRITANNIA, but I cannot see much of how this is made up at all.....us the province Brittainy or maybe Britain? Both of these already include IT, so why the reference in the clue "to include it"? What is the reference to refuse about?

Hope someone can help. Thanking you in advance.
