It's probably one of those hair style photos that was displayed in the windows of Gent's hairdressers, rather than a member of a band - the hairstyle is more recognisable than the face.

I know who it is! It is Charlie Crompton, from 80's band The Marble Staircase! (No, I haven't either!). Thanks to 237fj for the link, I contacted the ad agency who created it and they replied this morning.
