It is well known that the Conservative Party is deeply split on Europe. She seems to be saying that the anti EU side is in a minority in the Party and that they are a vocal minority that is leading the Party in he wrong direction.

She is wrong. She may well be right as far as the metropolitical party organisation is concerned, but definitely wrong with regard to those outside the party organisation who habitually vote for it.
