Extremely dangerous maneuver, he has had an 18 month driving ban but does that ban only mean here in the UK or does it also mean he is banned in Lithuania as well ?.

//....yes, so we need a way out for everyone. What do they do on the dartford crossing? //

it's manned 24/7 so the same issue doesn't apply. and from the end of this month there will be no toll line at dartford, the ANPR will clock you and you then have to pay online.
sorry how does manning 24/7 help if you have no means of paying?
see TWR's response at 12h02. this option wasn't available to Mr U-Turn because intermediate toll gates are unmanned.
yes, so we have no way out for foriegn drivers with no means of paying! presumably they would have to let him through, lest he pull the stunt he did. I realy think they need a slip back to the M6 non toll. Makes me laugh they spend zillions on these toll roads/bridges etc and mis a small but important detail.

I'm not sure they can be blamed for not making a contingency for if a driver's credit card is declined - are you saying it's never happened to you at some time?
Of course it has that's exacly the point, there must be many people who get there and cannot pay for whatever reason. If they are from the UK then get the details and bill them fine. There are ever increasing numbers of foriegn drivers what about those?
After November 30th it will not matter as the tolls are to be collected via ANPR in a similar manner to the London Congestion Charge.

so free travel for johnny foreigner then.
For some of these guys, though they may be in their 50's, it can be the very first experience of driving on the left. I have seen some hair-raising manoeuvres done by foreign lorry drivers straight off the ferries on the duel-carriageways around Dover.

Precisely, youngmaf.

That's why, also on 30th November, tolls for cars are rising by 25% (from £2.00 to £2.50) and have now risen by 66% in just over two years (prior to October 2012 the charge for cars was £1.50). Charges for other vehicles are set to increase by a similar amount.
