Has the Greens in fourth place ahead of the LibDems.

Should the LibDems be allowed in the election debates when their popularity is less than the 'other' parties?

Well, the third-largest party in Britain is now the SNP, so they should certainly be involved if the number of members is the criterion. The TV debate-stage could get very crowded indeed!
Why not have preliminary knock out rounds .
Who gets knocked out can be decided by an independent panel of
A N Other , leaving 3 parties for the final debate , just before the nation goes to the polls

If the greens are in front of the liberals then they certainly should be at debates (or the liberals not).
no, if they must have these tedious pointless debates then have the 2 main parties. They could do a second division version with the Greens and UKIP and even a blue circle league for the the Libdums and the MRL party!
Unfortunately TTT having had them we are now stuck with them. The problem with only having the two main parties is that with a Rizzla thickness between them the debate will be as dull as dishwater.
maybe they should just put the gloves on and slug it out! now I'd watch that!

You may not have noticed the recent independence referendum, but the result of that was that Scotland remained in the UK. As I pointed out in an answer earlier here, even now they have more party members than any other political group except Labour and Tories.
With six Westminster MPs currently, they are quite likely to be more numerous than LibDems after next May! That is especially so given that they'll probably take a few seats off Labour, too, after the referendum!
Accordingly, they have a greater right to be part of the debates than Greens or UKIP for sure.
