I think the second party are any passengers in your car.
You are the first party , the other driver is the third party.
Second party can also be the insurance company
In a business transaction a Third Party is anybody not involved with the transaction itself.

Relating specifically to insurance the insurers and the policyholder are parties one and two (it doesn't matter which way round). Anybody else (usually somebody involved in an accident with the policyholder) is a third party. You have "Third Party" insurance to cover you against claims for injuries or damages from these Third Parties.
Passengers in the car are also 'third parties' that can sue the driver if they are injured because of the drivers bad driving or negligence.

Driver - 1st party
Insurance company - 2nd party
Everyone else - 3rd parties
