Ok,dont know if this is right place or not but my daughter done a council exchange with a couple who had been in their property for over 20 years,anyway several months later the strong winds blew done the fence at bottom of garden to reveal that it wasnt actually the bottom of the garden,the fence had been put up to disguise the fact they had been dumping all of their rubbish and old washing machines,etc over the back,well now my daughter is exchanging again to be close to family,she has been told she is responsible for the rubbish,when i asked the council why they hadnt done a proper check first time i was told ''thats why we're doing it properly now''..is there no breach of tenancy that the previous tenants done? Meanwhile she is 5 months pregnant and stuck,,is there anything she can do?

You've given some key dates, but not the ones on which to make informed judgements.
You've told us that five months after she moved in, the rubbish became evident. What then happened in terms of raising the issue with the council landlord, and how long ago did the fence blow down.
These are far more important dates and facts to establish than the 20 year tenure of the previous occupant, or the five month pregnancy gestation.
