I have downloaded a wallpaper for my laptop screen. I can see it in my list of download but don't know how to install it to change from the current one. I am running Windows 8.1

right-click on the desktop and choose Personalise from that menu, and you'll find the option along the bottom of the pop-up window
I haven't a clue with W8.1, so this is a guess!

Any options if you right click on the file to apply as wallpaper?

Thanks for your help but no joy. It is listed in my downloads but I can't seem to move it from there. I tried what you suggested Bibblebub, but the only option was the default wallpaper.
Maybe the file has to be in a particular place on your drive for it to be seen ? Or maybe it needs to be in one of a select number of formats (file extensions) ? Just guessing.

I can see it downloads and I have a shortcut on the desktop but how to get it to change from the default one is beyond me. I'm just going round in circles so I think I'll st give it up as a bad job. Flaming Windows 8!
When you get to Choose your desktop background did you click on the Browse... button (in the Picture Location line)? That is the file browser to find your picture.
