HMIC issued a report in 2013 and today have released another one ( 2014) .

oh God you've got to read this:

At the time of the inspection, in May 2014, the force was actively negotiating
with partner agencies to establish multi-agency safeguarding hubs (MASH)6
across the force area. Although no hubs were in place at that time ......

I’m not saying the police don’t have a responsibility, but the fundamental responsibility for the well-being and safety of these children rests firmly with the people managing the homes. If they took their responsibilities more seriously, perhaps police involvement wouldn't be so necessary. The children seem to be allowed to wander at will.

The Police lost sight of the prime concern - the interests of the child is paramount. - and er a bit like you said to themselves
it really IS someone else's concern

we are not sure who that someone else is, but it is certainly someone else .....

If the homes are not 'secure units' then the children could come and go as they pleased.

Peter, I didn't say the police don't have a responsibility - simply that the safety and well-being of the children is, first and foremost, the responsibility of the people who are supposed to be caring for them.

I would be inclined to agree with you Naomi.

The problem these days is that it is always someone elses fault.

Pretty poor interview though.
