Can a Blue Badge holder legally park in a non disabled space, if all the disabled spaces are full, display his badge and not have to pay any car parking charges.

That depends where in the country we are talking about, different councils have different rules. Generally speaking if a blue badge is parked in any car park in any space they pay the full rate. It is rare to find free disabled parking in my experience.

There are no hard and fast rules. For example, in dorset, you cant get free parking witht he blue badge anway, unless you have disabled tax exemption too
It does depend on the car park authority. Some charge blue badge holders outside disabled spots, some don't, some provide disabled places but still charge normal rates.

and oop here you cant park on double yellow lines if they have double slashes on the ( no loading) otherwise you can.

^^ with a blue badge you can park on double yellow lines anywhere as long as you are not causing an obstruction.
if you can park without paying in ordinary bay depends on the rules for the particular car park. Some say Blue badge holders can park free anywhere, some say only in disabled spaces , some say everyone has to pay disabled or not and only provide the bays. There is nothing in law to say disabled bays have to be free , just that they have to be provided.
So be safe and free park on a yellow line!
^^ should say disabled badge holders can park on single and double yellow lines as long as no obstruction is caused, but not in 'no loading' area or a taxi bay.
( of course taxies can park anywhere at all any time with or without a blue badge, they just say '' I'm waiting for a fare guv'')
A blue badge holder can park on double yellow for up to 3 hours; single yellow lines without a time limit.

A blue badge holder CANNOT park on double yellow if there are kerb markings (no loading) within the restricted time period. Check the number of kerb markings and the time plate.

In my opinion council car parks are being foolhardy if they charge blue badge holders for parking as that will encourage them to park on yellow lines for no payment.
Yes in a Norfolk car park.

Norfolk have disabled spaces but the charge is the same for everyone.

That's fine by me and getting a wider space is important. I had never been anywhere until 2013 where this rule applied.

I did once park in a non disabled space in Skegness where all the marked disabled bays were taken, I was right behind a used bay..Once again I received a fine.
^^ yes and as said, if you had parked on a double yellow line for 3 hours they could not have charged you anything
