But twice they use the word "Could"

"COULD Be A Criminal Offence"

"Police say viewing, downloading or disseminating video within the UK COULD come under terrorism laws"

If it was against the law wouldn't they say IS against the law and state the law it was breaking instead of saying "Could?"

I think its where the intention of the viewer has an effect on whether its a criminal offence or not, also possibly the intention of the person who posts it
