Can a person at the age of sixteen promote a legitimate company on Instagram. Do they need parental permission? Must this be in writing?

They can- it is quite easy to do. I can't see any reason why they may not do it either. Maybe I'm missing something- perhaps you could give a reason why you think it isn't allowed. What do you mean by promote?
