Let's not shoot the messenger, eh !!! No this is not the way the EU should be spending our money. In fact I would argue that it should not be spending any of it at all because we should not be a member of that wretched organisation, but that's another debate. That is disgraceful the UK have enough drug addicts of its own without spending money via the EU helping out other countries drug problems. Outrageous. We need an in/'out poll on the EU as soon as possible

The one you have used is a news aggregator site. Basically they steal other people's content and put it on their site. Then they make money selling advertising on that site. Sometimes the people using this scam can be dodgy and you should avoid them and linking to them.

Yes I knew it was a Telegraph story, but I have used up my free access quoter, and since no other well known newspaper carried the story I was forced to use that one.

Better to use a link than not at all.

Peru does not need help from the EU "on its journey to growth".It is one of the world's fastest growing economies which and has seen annual growth of between eight and nine percent every year from 2005 to 2011 apart from 2008 when it only managed 1% due to the global financial crisis. In 2012 it recorded growth of 6.3%. It has a per capita income well over $12,000 per annum and a poverty level of less than 25%. Compare that to the pi55 poor efforts by European nations (especially those in the single currency) and it soon becomes clear that the EU is in no position to support so-called "emerging" nations on their "journey to growth" when it is suffering such sloath itself.

"According to the European Commission, concrete actions to be carried out under the programme included treatment for drug users, rehabilitation measures to help get users back into society, and prevention schemes to raise awareness of the dangers of using drugs. "

Er...why? As has been mentioned by Mr Campbell Bannerman the UK has a huge drug addiction problem, with among the highest numbers of addicts in Europe. If there is £25m going spare it should be used in Europe - and in the UK in particular - to tackle the problems of addiction here. Peru has plenty of cash of its own to splash on its drug addicts.

I would bet money that the Telegraph just got this from AP or Reuters or some other wire service. Not sure "stealing" content applies here.

I don't know about promoting Islam, it was reporting on the unnecessary slaughter of innocent human beings, and no one should have to endure that, no matter what their religion.
