Search for your provider's homepage (BT, Talktalk etc) on a browser and you should find a tab or button for eMail.

You will be asked for your email address and password. Enter these and you should be able to access your emails.

Hope that makes sense!
If it's a web-based service like Hotmail or Google, just log in as usual.

If you get it through your ISP (ie your address is [email protected] or something like that) you will be able to go to your ISP's website and there will be a place for you to log in to check mail.
I also have my emails on my ipod and if I am in a wifi area can access them.
Don't forget to log out when you've finished!
If you have not yet downloaded them to your personal PC then they should still be on the e-mail website of your provider, where you may log in and see what you have.

If you have already downloaded them, then the best you can do is keep that PC running with an application open that allows you to access it from over the Internet. I'm not an expert of these but I know there is one called TeamViewer (which I have yet to get working on mine).
you can still read them even after you have downloaded them to a computer if your ISP and email provider allow "leave a copy on the server"
Who provides your email?
Others have pointed out how to access e-mails still on your provider's servers. As an alternative to Old_Geezer's suggestion for accessing your downloaded and stored e-mails (e.g. on your own PC), you could take with you a portable hard drive onto which you have transferred your e-mails. In fact I carry around with me in this way all my files and simply boot up from the hard drive wherever I am because it includes an operating systems - every computer I use is thus as my own and all content/work is purely for my eyes only, always. This can only work when/if you can freely boot up the computer you are using and attach peripherals at will, perhaps supervised. At holiday resorts, internet cafés, etc. you are unlikely to be allowed the freedom you need - but if/when you can do this it permanently solves the matter of accessing your e-mails and other files.
