True. A Yorkshire terrier used to be quite a sizeable small dog, larger than a Dandie Dinmont terrier. The GSD, as illustrated, used to have a level back, not dropped on it haunches. Woofgang, I see what you are saying now, I bet they wouldnt be able to put the show ring GSD's through that training regime!
But of course, you can have dogs of any breed which are mentally ill. We had a GSD that proved to have what was apparently a brain tumour. He would suddenly stare at you. If you shouted at him when he did that, that seemed to bring him out of it, to distract him. If you didn't notice, he would rush across and attack you. Once you fought him off he would slink away and sit shaking in the corner, looking totally bewildered.

And , many years ago, my parents a golden retriever that was psychotic about cats. She never chased them. She would lie peacefully, the cat or kitten would slink up and rub itself against her, purring , this would go on for a minute or two, then she'd swiftly grab it and kill it.
See the poor German Shepherds in this clip, disgusting treatment of any dog if you ask me.

I won't get into this argument as I have wasted enough breath on this subject but will just put this link to the dog that was the German Sieger and is the only one to come over here and take Best of Breed at Crufts. If you think this dog is not fit for function then there is no point trying to educate you. And the police are now having to stop using the Belgian Malinois because the working bred ones are too difficult to handle, whereas the German Shepherds have a much more even temperament. http://www.videxgsd.com/THE_LEGEND_ZAMP.htm
