1680kbps is about 2MB. The time of day shouldn't really matter.
actually 1680Kbs is just over 1.5Mbs, which is a little on the low side, but not that unusual at all.

yes time of day does make a difference, internet connections have a contention ratio so if everyone in your street is trying to use the internet at high load at the same time it will be slower for everyone than it would be if you where online at 3am and nobody else was using it..

where did you run the speed test? some of them are very unreliable, try again here

put your postcode and phone number in here and it will tell you how far away you are from your exchange and what it estimates your speed should be based on that.

Despite the fact you are paying for up to 8Mb very few people get anywhere near this, around 2Mb is more common.
don't now if this is of interest to anybody;

UK telco BT has announced that its residential customers in areas upgraded to ADSL2+ technology will start to be offered download speeds of up to 20 Mbps and upload speeds of up to 1 Mbps, offered at no additional cost.

Customers will however have to enter into a new contract to be eligible for the upgrade. The telco has already been offering ADSL2+ services to its business customers for a while. BT has currently upgraded 549 exchanges to ADSL2+ technology, covering around 40% of the UK population, with this figure expected to rise to 55% by March 2010. BT will also offer its BT Broadband Accelerator booster pack for free to all BT broadband customers who order online, increasing speeds by up to 15 Mbps, according to the telco.

BT added 38,000 net subscribers to its IPTV service 'BT Vision' in the second quarter of this year, bringing the total customer base to 433,000 by the end of June after adjusting for inactive customers.

And we are currently going to go live with ADSL2+ on the 31st october 2009 (Kings Lynn
