I have used frozen fruit for jam with a lot of success, but not raspberries, I made some yesterday but it had not set by this morning, I have put it back in the pan thinking to lose some liquid in steam hoping it will then set, but then read that it needs 24 hrs to set, have I done wrong to reheat?( not boil just simmer)

You would have noticed the jam setting by this morning. It only needs to get cold to set. I think due to them being frozen there was too much liquid and so didn't get to the temperature of setting point. You'll need to boil it fast to get upto temperature, simmering won't do it. Let us know how you get on.
Read about this yesterday in Mel Stellings book. If you're using frozen fruit you have to use lemon juice to help it set.
I always use frozen raspberries for jam. No problem.
But I never add water. Just crush them when they have defrosted and follow the usual recipe.
