Also , when he gets excited, (not sexually) ,two lumps appear by his penis which look just like testicles. They are very hard.

Not sure how to word this question, hope it comes across ok

yeah having a dog castrated doesent always calm them down especially if they are excitable dogs such as JRT's. sometimes the only way to stop it is by training them that you dont want them to.
I have two bitches both spayed. The younger one is always mounting the other. I think she's confused though because she starts on her head and works backwards. We do try to stop it but she is persistent.

If you have only recently had him done then it will take a while for the effect to 'kick in'. It may be that it is 'learned' behaviour though and it will need some help to retrain his instincts.

Try to give him something to play with or chew on when he is doing it, and try distracting him this way.

The lumps that you see beside the base of his penis obviously cannot be testicles since they were removed in the operation. The lump(s) you see is the 'knot', a swelling at the base of the dog's penis when it becomes excited. It is the contraction of the bitch's vagina behind this knot that locks the dogs together after coupling until detumescence occurs.

Mounting in dogs is not always sexual. They mount also for domination. Getting a dog neutered late in life does not always make things calm down 100%. It also takes time for the testosterone to get out of the males system, if they had a habit of trying to mount things(domination) before, they will usually do it afterwards.Training helps this. That goes for the females also, they mount for dominance. Same goes for lifting their ( males) leg on everything, habit, neuter, still a habit. If you can get this done earlier it doesn't become such a problem...just an FYI for others reading.
I had a cat once who even though he'd been castrated didn't stop him humping things - usually my leg!
