If a person has a accident at work and receives injuries but no one is to blame, could the injured person claim compensation from his employers,

The expression "reasonably expect" comes into mind - I remember that we used to use that, if you could reasonably foresee that an accident might happen, you ought to do something about it.

I wish the OP would come back and tell us what actually happened!
