Remove points from your driving licence - paper counterpart?

I understand what they mean when they say: enclose the photocard and driving licence, but what is the: “paper counterpart” bit?

Great, thanks for that. So.....if the counter part IS the paper bit, whats the driving licence then? confused, sorry!
the driving licence is made of two parts, a photcard and a large paper part

does it say photocard and counterpart OR driving licence?
Your driving license is both parts together.
