Yes, after death. If it has gone through Probate, you write to the York Sub Probate Registry, which I think is at Duncombe Place, enclosing a cheque for �5 to HMPG with details of the deceased and they will send you a copy.

If it has not been through probate, you can ask the executors, but they are not obliged to give you a copy.
