Is it a big job to turn the revs up a bit on a car .

lost me on that one...thats what the throttle pedal does !
If you mean the revs when at idle then it depends. If it is a fuel injected engine then the ECU handles idle revs automatically using data from all the sensors on the engine. If it has a carburetor then usually the idle revs can be adjusted by a screw somewhere on it.

just a plain ford escort but cuts out when idling . sometimes.
