A condensing boiler uses the 'latent heat of vaporisation and condensation of water' to effect its heat transfer between burner and surrounding water jacket.  It is much more efficient than the conventional burner surrounded by a standard water jacket so you burn less gas/electric to get the same amount of hot water.
