I have noticed tiny bugs behind the toilet in our bathroom. They look like tiny ants/spiders that are brown or white/transparent.

no idea...but baby spiders are a light brown and tiny...if disturbed early they can be very pale
dont sit on the toilet they are CRABS and they can be very itchy in the nether areas
They sound like booklice (paper lice)  These are often found in damp areas such as bathrooms.
They sound like the common house mite, we all have them in our houses but not many of them thats why we never see them, however if an area is warm and damp the numbers can increase significantly, try leaving the window open and turn off the heating, they cant survive long in a cold enviroment. Im a pest control officer.
Kill them off, by spraying fly killer or flea spray on the effected area. 
they may be a larvae (the young of an insect) of some kind.  it would be best to get rid of them
