Cats (domestic or feral) could well have a go.

Real wildcats, if they're in the locality.

Stoats are vicious hunters.
And if they're on my veg plot, me.
Here in the western U.S., skunks are a prime predator of pheasants, especially young ones and unhatched eggs... In addition, raccoons, buzzards, crows, magpies, pine martens (a type of ferret) and coyotes. In fact, there are more coyote predations than fox here. The pheasants are also attacked by birds of prey such as Red Tail Hawks, Eagles and Owls...
Dogs would also chase a pheasant, especially those breeds bred to hunt!
My breed was bred to herd cattle and they stand only 10 - 12" at the shoulder, and they will take a pheasant if one is stupid enough to stay on the ground when they are in the vicinity.
Anything with half a brain could kill a Pheasant since they were not blessed with an abundance of grey cells.

Foxes certainly. Buzzards in the uk generally feed on carrion, but a juvenile pheasant wouldn't be a problem if food was scarce.Stoats and Weasels maybe, though unusual, preferring to go for small mammals.
Next door's cat got one and dragged it in through the cat flap last week...
