I have received an email (from a reputable source) which looks like this sample below. What can I do to make it legible?

Try copying the text, pasting it into a blank Notepad document and saving it. Then open your web browser, go to File > Open and see if you can open the file you've just saved.
You may be experiencing something I have come across, specifically in international communications where different alphabet setting are used in sender's and recipient's countries (even repeatedly with specific senders/recipients only even though same countries being involved for others where it never occurs). I have never found the precise reason or an exact explanation - however, I know of a solution that has worked in the past: Ask the sender to repeat the transmission in Plain Text, and do so by sending your message under the "Reply" button (not as a separate transmission) so your correspondent sees how you got the message. Remember to send in Plain Text yourself.
.....nor do I know a way to "convert" the garbled message. The garble includes things like "hyphen #@upper...." (as a made-up list to indicate how it is) but you can tediously work your way through the screeds and pick out the true message but it is an horrendous chore.

Or a rich text email.

Emails can be sent (and received) in plain text or enhanced text (can be called other things). Enhanced text emails can display images, fonts, colours etc

If your email system is set to display plain text only then it cant display an email in enhanced text.

Try to find an option in your email system to display enhanced text or rich text emails and not just plain text.

p.s. This option may already be on in your email system and maybe the person who sent this email made a mistake in their email and therefore it does not display properly.
