Does anyone know to whom the phone number 02389 560068 belongs, because by repeatedly phoning me offences are being committed under the Data Protection Act and I wish to make formal complaints to Ofcom and the Information Commissioner?

It's a Southampton number - have you spoken to the caller?
It's possible to inject a fake number into the system and I'd be prepared to bet that's what's happening in your case.

Firstly, UKPhoneInfo.com (which is usually reliable) lists '023 89' as 'designated', meaning that it's been put aside for future use:

Secondly, I've just tried calling that number and the code isn't recognised as a valid one.

So the call is probably coming from an overseas scammer. (They frequently use fake numbers to make it look as if they're calling from the UK).

I've tried calling that number as well, only to be told I have dialled an incorrect number.

Get something that'll block it. I think BT offers a free service to block numbers now-a-days.
yes if you are with bt you can set up call protect,takes minutes to set up then you can block these calls and its free to do too.
And if you're not with BT you can buy a very good phone that automatically blocks spam callers and any that do get through the system you can block with one push of a button. I have one and it's fabulous
Sky also offer a call blocking facility.

Thank you , everyone, for sharing your experiences. It is an offence under the Data Protection Act if information obtained for a specific purpose is used for another unauthorised purpose. I have never provided my contact information to anyone for use in connection with these unsolicited calls. Therefore, if anyone has obtained that information without my consent and is using it, they are in breach of the Data Protection Act.
Usually it is a computer dialling random numbers. If the caller is abroad the DPA doesn't apply in any case.
I'm signed on with the TPS and although my cold calls have depleted a lot I still get some. I read somewhere that calls from abroad aren't blocked
