I have tasted that beer at Beer Festivals.....very nice but not worth £13:40, even in the middle of Town !
Oh, tourists are just ripe for the picking. They have no idea. Clearly not gouging at all. In a similar manner as company board can "earn" £MMMS a year and it's nobody's business to comment, or even know, so one can "definitely not" "rip-off" tourists for as much as one can get away with.
During the summer of 1989, which was very warm and dry, I was working up in Town for BT. I saw a chap open a bottle of that posh fizzy water, Perrier, and wash the windscreen of his Porsche !

Mikey - Perrier tastes gross.
Wolfie....I wouldn't have thought the ruddy Porsche knew any different.

I can't see the point in buying ordinary bottled water, but I am partial to the fizzy variety. My local Co-op sells Celtic Spring fizzy water, for 19p per 2 litre, and with a dash of lime or lemon juice, its wonderful, and very, very good value for money.
And its Welsh apparently !

I live close(ish) to where Highland Spring is bottled.

But, like you, I would only buy bottled water as a last resort. I don't like fizzy water. I just fill bottles from the tap.

I bought a nice water filter/water fountain for the moggies. Merlin took to sitting in it (she isn't too bright) and Frankie just kept drinking from a leaking tap. We are back to basics - bowl of water on floor.
I'll stick to the bottled stuff. After all, a bottle of a certain Belgian beer only costs a mere £49.95 in my favourite pub in Islington:

I moan about the price of my tipple - Pepsi Max - but compared to some of these prices it is cheap in comparison.
Wow, Buenchico. It's stronger than the strongest wine. I imagine it tastes something like Special Brew - bad memories from years ago - I wouldn't be tempted to buy it even if I had the money. Have you tried it, or know anyone who has?
I think The Coach and Horses in Soho charges more than £6 for a very ordinary pint.
With prices like that I'm surprised there aren't more drinking water.
That's borough market pubs for ya ..not cheap in any of em!
