I have a strip of ground about 18 inches wide along the bottom of a new fence, down the side of my driveway. Can any one advise me if there is such a thing as an evergreen shrub that is very easy to care for and will provide a bit of colour all year round? it is always sunny there.

A few here that you may like to consider: Vinker minor, Hypericum, Saponaria, Sarocococca hookeriana, maybe heathers if soil is on the acidic side ?
Lavender , Hidcot.
Cotoneaster horizontalis, is another I meant to mention.
I'd suggest Ceanothus Thyrsiflorus Repens.
Low growing, beautiful glossy dark leaves, wonderful scent, and such pretty blue flowers.
